Devices like this are already being used for autistic kids and kids with other diabilities and cognitively disabled adults. Particularly if they are elopers.

I went up to Missouri's Ozarks for some backpacking last year, and a retarded man had actually wandered off into the woods while his caregiver was... doing something. *shrug* Poor guy had been lost in the woods overnight when I got to the place. Luckily, the search teams found him and he was fine (scared), but I can't help but think this would have been VERY useful.
